Cambodians Can Now Use QR Code Payments in Singapore

PHNOM PENH – Cambodia and Singapore have launched a QR code payment system to facilitate cross-border transactions, boosting tourism and trade.
“Cambodia Scan QR Code in Singapore” marks the first phase of the official rollout of cross-border payments using a shared QR code digital system between the countries.
The launch was presided over by Chea Serey, Governor of the National Bank of Cambodia, on November 12 on the sidelines of the Singapore FinTech Festival 2025.
“The launch enables Cambodian people who hold bank accounts in the national currency, the Khmer riel, to make payments conveniently, quickly and securely when visiting Singapore,” the bank said.
Transactions are made through the Bakong app or other mobile banking applications by scanning RoamQR codes available at SGQR merchants across Singapore.
The initiative was developed with private-sector partners including ACLEDA Bank, Phillip Bank and payment network company Liquid Group.
The bank noted that the project highlights the important role of the private sector in promoting digital cross-border payment connectivity and contributes to a shared vision of advancing payment interoperability in the region.
It added that the new mechanism will significantly promote the use of the national currency, reduce the need for currency exchanges and lessen the reliance on payment cards by enabling instant payments.
“This is essential to promote better trade, investment and tourism activities between the two countries and to support sustainable economic growth,” the bank said.
Governor Chea Serey noted that not all SGQRs can yet be scanned by KHQR.
"This will be rolled out gradually over the next 24 months to achieve full coverage in Singapore," she said.
"For now, RoamQR is available at Changi Airport terminals and selected stores, totaling around 1000 merchants.”
In the next phase, Singaporeans will be able to pay for goods and services in Cambodia by scanning the KRQR code using mobile banking applications.
So far, those with bank accounts in riel are able to make payments in Thailand, Laos, Vietnam, Malaysia, China, South Korea and several other countries.
