District Governor Dismissed in Job Bribe Case

PHNOM PENH – Lvea Aem district Governor Korn Sok Kay has been dismissed by Prime Minister Hun Manet after being exposed in a bribery case.
Sok Kay was reported to have been involved in the unethical appointment to a position, involving a transfer to a newlyformed city.
This was contrary to the Law on Common Statute of Civil Servants, the sub decree said.
The dismissal came after Senate President Hun Sen exposed his personal advisor Ly Samet, who had used his name to take bribes from people in exchange for a governmental position.
Hun Sen revealed that Samet had scammed three men. He took nearly $10 million in 2022 from Sok Leng, $230,000 from Muong Khim, and $300,000 from Korn Sok Kay —which was for the position as Kandal’s Arey Ksat City Governor.
“As a former minister for six years and prime minister for 38 years and now working as the President of the Senate the Supreme Privy Council, I have never received any intervention or bribes in appointing and promoting officials in both civil and military frameworks,” Hun Sen said in his Facebook post on Oct. 7.
“Ly Samet had used my name to scam money from people and claimed to have given the money to me, by telling people that he could step in-out my house anytime when he didn’t even know to which direction my house faces,” Hun Sen said.
He believed that Ly Samet could have scammed more people. Therefore, he requested the Ministry of Justice to work with the court, moderated by Samdech Techo Sen's Voluntary Lawyers, to freeze Samet’s assets, which could compensate victims.
The victims of Ly Samet are encouraged to file a lawsuit against him and demand compensation to Government attorney Ky Tech who will assign a working team to work on the matter. The issues that cannot be coordinated will be brought to the court.
Ly Samet is still living at his home and is being watched over by police to prevent his escape.
