PHNOM PENH – Prime Minister Hun Sen does not believe that Ukraine will be able to recapture by force any of the territories that it lost to Russia.

He told factory workers in Prey Speu in Khan Por Sen Chey on June 14, “Ukraine started a counteroffensive against Russia but I don’t believe that Ukraine can recapture the lost territory from Russia with force.”

The PM spoke after a phone call with Ukraine President Volodymyr Zelensky two weeks ago. Zelensky told him Ukraine intended to recapture Russia-occupied territory.

At the meeting with factory workers, Hun Sen said he encouraged Zelenskyy to seek a peaceful resolution to the conflict because using force to end the war was impossible.

No matter how much military equipment the West and the United States provided, it was impossible to win the war against Russia. Russia would not cede its occupied territories, particularly Crimea and Donbas.

“The war will continue, and Ukrainians and Russians will be the ones who perish,” he said.

On June 4, Defense Minister Tea Banh encouraged all the parties to come to the negotiation table to find a win-win outcome and a peaceful resolution.
