Royal Group Assists Labour Ministry in Boosting Workforce, Financial Inclusion and Inclusive Growth

PHNOM PENH – The Royal Group of Companies (RGC), Cambodia’s leading conglomerate, has entered into a landmark partnership with the Ministry of Labour and Vocational Training through the signing of a memorandum of understanding (MoU) to accelerate workforce development, promote financial inclusion and expand employment opportunities across the nation.  

The signing ceremony, held at Wing Bank Tower, was presided over by His Excellency Heng Sour, Minister of Labour and Vocational Training, and Neak Oknha Kith Meng, Chairman and CEO of RGC, underscoring a shared commitment to empower Cambodia’s workforce and strengthen the bridge between public policy and private sector innovation.

His Excellency Heng Sour emphasized the long-term significance of the collaboration. 

“This partnership demonstrates how the private sector can play a transformative role in building a capable and adaptable workforce,” he said. 

“Together, we are not only addressing today’s needs but shaping the foundation for Cambodia’s future prosperity.”

This partnership comes at a pivotal moment for Cambodia’s economy. While growth remains steady, the nation faces mounting pressure from regional trade disruptions following recent tensions with Thailand, which have strained cross-border commerce and supply chains. 

At the same time, global competition and rapid digital transformation are reshaping labor markets across Southeast Asia. 

These challenges also present new opportunities. By investing in skills, innovation, and financial inclusion, Cambodia can strengthen its resilience, attract investment, and position its workforce to compete on a regional and global stage.

 

Neak Oknha Kith Meng expressed confidence that this partnership marks a new era of collaboration between business and government.

“Our vision extends beyond creating jobs. It’s about building futures. By combining the strengths of the public and private sectors, we’re investing in people, equipping them with the skills and tools to succeed in a digital economy, and driving inclusive growth for Cambodia,” he said.

Under the MoU, both parties will collaborate across four strategic pillars, fostering effective public–private collaboration, enhancing financial inclusion, creating meaningful employment opportunities, and improving education for workforce development with the goal of nurturing a competitive, resilient, and future-ready workforce. 

At the heart of this initiative is RGC’s vision to transform human capital development into a driver of national progress.

RGC will work hand-in-hand with the Ministry to design industry-aligned training programs in key sectors such as finance, ICT, telecommunications, energy, and hospitality — ensuring Cambodian talent is equipped to meet the evolving demands of Industry 4.0. 

The RGC will also support Training of Trainers (ToT) initiatives and strengthen Technical Vocational Education and Training (TVET) institutions, while promoting essential digital skills such as artificial intelligence, cloud computing, data analytics, robotics, and automation in alignment with Cambodia’s digital transformation agenda.

To deepen experiential learning, RGC will introduce structured “Earn and Learn” apprenticeship models that integrate classroom education with workplace experience, supported by mentorship and certification aligned with the Cambodia Qualifications Framework (CQF). 

Simultaneously, initiatives around Recognition of Prior Learning (RPL) will provide opportunities for workers to formalize their skills, gain accreditation and advance their careers.

The partnership will also create tangible employment pathways, from recruitment and job placement to inclusive career programs that reach vulnerable groups. 

RGC will provide financial and logistical support for employment events, digital outreach, and mentorship initiatives, ensuring that opportunities are accessible, visible, and sustainable. 

 

In parallel, both parties will work to promote greater understanding of labour dispute resolution mechanisms and strengthen the capacity of worker representatives to foster constructive social dialogue and maintain harmonious industrial relations.

Beyond workforce preparation, the collaboration also extends into social protection and digital inclusion. Together, RGC and the Ministry will modernize the National Social Security Fund (NSSF) through secure and efficient digital payment solutions, streamlining transactions for members, accredited health providers, and students. 

This will be complemented by public education campaigns designed to expand social security coverage and promote digital financial literacy nationwide.
