PHNOM PENH – King Norodom Sihamoni has promoted former Defense Minister Tea Banh and former Minister of Inspection Men Sam An to the prestigious five-star general rank in the Royal Cambodian Armed Forces. The royal decrees, issued on March 16, recognize their contributions to Cambodia’s political stability, legal system development, and national unity.

The promotions honor Tea Banh and Sam An for their roles in fostering "Win-Win" politics, strengthening the rule of law, safeguarding democracy, and ensuring national security. Their efforts have been instrumental in maintaining peace, stability, and territorial integrity in Cambodia.

The King praised both leaders as outstanding figures beloved by the public, emphasizing their loyalty to the throne, dedication to protecting Buddhism, and commitment to preserving the Cambodian monarchy.

Currently, Tea Banh and Sam An serve as members of the Supreme Privy Council and the National Assembly. Tea Banh represents Siem Reap, while Sam An represents Svay Rieng. They also hold key positions as deputy presidents of the ruling Cambodian People’s Party (CPP).

Tea Banh served as defense minister from 1987 until 2023, when the CPP initiated a generational transition, allowing younger leaders to take on government roles.

Sam An's journey in public service began in the 1970s when she served as a military nurse. From the battlefield to the halls of power, she steadily climbed the ranks, eventually becoming a political commissar in the Armed Forces of the National United Front of Kampuchea.

Her rise continued in government, where she took on several high-profile roles, including deputy prime minister and minister of inspection, solidifying her influence in Cambodia’s political landscape.

Other Cambodian officials who hold five-star military ranks include Senate President Hun Sen, Supreme Privy Council Honorary President Heng Samrin, and former CPP President Chea Sim. The three were promoted in 2009, though Chea Sim passed away in 2015.
