PHNOM PENH – Chab To has become the first blind man to be appointed as undersecretary of state at the Ministry of Social Affairs, Veterans and Youth Rehabilitation.
King Norodom Sihamoni signed a royal decree on June 27 appointing To at Prime Minister Hun Sen’s request.
Em Chan Makara, the ministry’s Secretary of State, said the appointment is a motivation for To.
To, who has been blind since birth, is also the president of the Disabled Music Association.
He competed in running events in the recent 12th ASEAN Para Games but didn’t win any medal.
