Cambodia Sets the National Sports Complex as a Public Institution

Phnom Penh — The Cambodian government has established the National Sports Complex (NSC) as an administrative public institution that can provide services, organize events, and manage the National Stadium.



According to the sub-decree signed by Prime Minister Hun Manet on Feb. 22, the NSC will be receiving technical supervision from the Ministry of Education, Youth and Sport, and financial supervision from the Ministry of Economy and Finance.



Based on Article 2 of the sub-decree, the NSC is a legal entity of public law and has an autonomous budget, which must be reflected in the annex to the budget of the Ministry of Education.



The NSC is responsible for managing and developing the National Stadium's infrastructure, providing services for various activities, events, sports, arts, culture, and trade. Moreover, the NSC, which provides skills training to staff at all levels of the National Stadium, will raise funds through mobilization, marketing, sports, and events.



Its management tasks will range from supporting national stadium operations and overseeing maintenance and repairs, to handling investment, information dissemination as well as staff management, salaries, and bonus systems at all levels of the stadium operations.



The NSC will also handle equipment and materials while ensuring in the stadium an environment with security, safety, order as well as hygiene, the sub-decree read.  



Functioning as a public institution, the NSC will play a crucial role in implementing policies, principles, strategic plans, and legal documents of the Cambodian government. This will include organizing national and international sports events, fostering cooperation with sports federations, and collaborating with relevant ministries and institutions, the sub-decree read.



The current headquarters of the National Sports Complex is situated at Morodok Techo National Stadium in Phnom Penh, along Win-Win Boulevard in Sangkat Preaek Ta Sek, Khan Chroy Changvar.



The complex consists of the Morodok Techo National Stadium as a subordinate unit. The inclusion of the other stadiums under the control of NSC will be made by sub-decree at the joint request of the Ministry of Education and the Ministry of Economy, the sub-decree read.



The NSC is governed by a nine-member board, with representatives from the Ministry of Economy, a vice president from the Ministry of Education and a vice president from the National Olympic Committee of Cambodia.



Other members are from the Ministry of Economy; the Ministry of Tourism; the Ministry of Culture, Youth and Sport; Phnom Penh Capital Administration; the National Sports Complex; and representatives from the NSC staff.



The executive director of the NSC is appointed and terminated by royal decree, while the permanent staff members are civil servants within the framework of public function, the sub-decree read.
